He is licensed U.S. Customs Broker #16350, has written and negotiated contracts all over the world, and was a Certified Purchasing Manager. He has consulted on ITAR, EAR and Customs matters since 1981, mostly for technology R&D, including software development, multinational technology development collaborations, new weapons systems, aircraft controls, and sensors.
